Differences between operating and non-operating expenses

Non operating cost are those costs derived from ventures, transactions and project outside the regular and likely expenses which would be incurred from running an airport.  An expense incurred to build a hanger or repair a perimeter fence would be consider an operational expense.  Interest paid on outstanding debt incurred to purchase land which will not be used to facilitate airport business will be considered non operating.
